The body of a Burmese soldier, suspected to have been shot dead by smugglers, was found on September 26 in the forest near Leilet village in Falam Township, Chin state in western Burma.

The dead soldier was a Lance Corporal of LIB (228) stationed in Tibual village in Falam Township. He was shot dead while on duty monitoring activities of smugglers and other traders trying to cross the Indo-Burma border to Mizoram state, northeast India, according to villagers from Leilet village.


On September 26, the Lance Corporal along with two soldiers returned to camp after duty in the forests near Leilet village. But, the Lance Corporal returned to where he was on duty to pick up something he left behind, a villager quoted the two soldiers as saying.

Becoming suspicious because he was gone a long time, the two soldiers went to the spot and found him dead.

A medical team from Kalay arrived in Leilet to check the body.

"The doctors said he had a bullet hole in the head and cut marks, possibly made by a knife, on his neck," a villager said.

The soldier's gun was missing. It is believed to have been taken by the unknown gunmen.

The soldier's body is yet to be buried as it needs to be inspected by the tactical commander of Chin state Brigadier Hung Ngai, a Leilet villager said.

On hearing of the soldier's killing, 90 soldiers from Kalay town arrived in Leilet village to help the army in hunting the unknown gunmen.

No organization has claimed responsibility for the killing of the Burmese soldier as yet.

The soldiers reportedly forced the villagers from Leilet, Singai and Hmawngkawn villages, near the spot of the killing to search for the lost gun

"All the villagers were engaged in searching for the gun. We could not do our own work. Some suspicious people were also interrogated," another villager from Leilet who arrived on the Indo-Burma border area said.

He added that some villagers fled to India in order to avoid torture and interrogation by the ruthless Burmese soldiers.

Some village council members from the three villages were summoned for interrogating the murder.

Leilet village is located on the track that is used by smugglers to cross the porous Indo-Burma border from Chin state to Mizoram state.

ထိုင္းႏိုင္ငံ မယ္ေဟာင္ေဆာင္ခရိုင္တြင္ ေနထိုင္ၾကေသာ ကယန္း (ေခၚ) ပေဒါင္ လည္ပင္းရွည္ေက်းရြာမွ အမ်ဳိးသမီးမ်ား အခ်ဳိ႕သည္ တတိယႏိုင္ငံကို သြားေရာက္အေျခခ် ေနထိုင္ႏိုင္ရန္ ေမွ်ာ္လင့္ခ်က္မ်ားစြာျဖင့္ ပတ္ထားေသာ ေၾကးကြင္းမ်ားကို ျပန္လည္ျဖဳတ္ ထားခဲ့ၾကသည္။

သုိ႕ေသာ္ အရြယ္ေရာက္ အမ်ဳိးသမီးငယ္အခ်ဳိ႕မွာ ေခတ္ေရစီးေၾကာင္းေၾကာင့္ ေၾကးကြင္းမ်ားကို ျပန္ျဖဳတ္ထားၾကသည္ဟု ဆိုခဲ့ၾကသည္။ ပတ္ထားေသာ ေၾကးကြင္း ျပန္ျဖဳတ္သူ ကယန္းအမ်ဳိးသမီး စုစုေပါင္း ဦးေရမွာ ၂၀ ၀န္းက်င္ခန္႕ ရိွျပီ ျဖစ္သည္။



ကယန္းသာယာ (ေခၚ) ေသာ္ရိုးလဲေက်းရြာမွ အသက္ (၂၀) အရြယ္ရိွ အထက ေက်ာင္းသူတစ္ဦးက “ အစက က်မတို႕ ေၾကးကြင္း ပတ္တယ္၊ က်မတုိ႕ တတိယႏိုင္ငံသို႕ သြားခ်င္ေတာ့ ထိုင္းအာဏာပိုင္ေတြက က်မတို႕ကို ျဖဳတ္ခိုင္းတယ္၊ ျဖဳတ္ေတာ့ မသြားရျပန္ဘူး၊ အရင္ႏွစ္ကဘဲ၊ ေနာက္ၿပီး သြားခ်င္ရင္ စခန္းထဲကို ေရႊ႕ေျပာင္းေနထိုင္ေပါ့ ေျပာေတာ့ က်မတို႕လည္း တတိယႏိုင္ငံကို သြားခ်င္ေတာ့ ဒီစခန္းကို ျပန္ေရႊ႕ေျပာင္း လာရတာပါ ” ဟု ေျပာသည္။

အလားတူပင္ အသက္ (၁၆) ႏွစ္အရြယ္ရိွ ေဟြပူးကဲေက်းရြာမွ ေအးျမင့္ဆိုသူ ကယန္းအမ်ဳိးသမီးတစ္ဦးကလည္း ဤေနရာေဒသ၌ ေနထိုင္ရျခင္းသည္ ေရွ႕ဆက္ပညာေရး ေမွ်ာ္လင့္ခ်က္ကင္းမဲ့ျခင္း၊ က်န္းမာေရးႏွင့္ မညီညြတ္ျခင္း၊ ခရီးသြားလာခြင့္မရိွျခင္းႏွင့္ ထိုင္းဘာသာစကားမေျပာတတ္ျခင္း စသည့္အခက္ခဲမ်ားေၾကာင့့္ တတိယႏိုင္ငံကို သြားေရာက္အေျခခ် ေနထိုင္ႏိုင္ရန္အတြက္ ေၾကးကြင္းမ်ား ျဖဳတ္ထားရျခင္းျဖစ္သည္ဟု ဆိုသည္။

သို႕ရာတြင္ ဆယ္တန္းလြန္ (Post-ten) ေက်ာင္းသူ ျဖစ္သည့္ မူပါလီ ဆိုသူတစ္ဦးက သူမ၏ ကိုယ္ခႏၶာေပၚ၌ ေၾကးကြင္းမ်ား ပတ္လာခဲ့သည္မွာ အခ်ိန္ကာလအားျဖင့္ ၁၀ ႏွစ္ေက်ာ္ ၾကာျပီျဖစ္၍ လြတ္လြတ္လပ္လပ္ သြားလာခ်င္ေသာေၾကာင့္ ေၾကးကြင္းမ်ားျဖဳတ္ ထားရျခင္း ျဖစ္သည္ဟု ေျပာသည္။ ၎က “မပတ္ခ်င္ေတာ့လို႕။ ပတ္ထားရတာ ၾကာၿပီ ” ဟု ေျပာသည္။

မယ္ေဟာင္ေဆာင္ ခရိုင္အတြင္းရိွ တတိယႏိုင္ငံကို ေလွ်ာက္ထားခဲ့ၾကေသာ ကယန္းေက်းရြာသုံးရြာတို႕မွာ ေသာ္ရိုးလဲမွ အိမ္ေျခ (၃၀) ေက်ာ္၊ ေဟြ႕ပူကဲမွ အိမ္ေျခ (၁၂) အိမ္ႏွင့္ ေဟြ႕စူေေထာက္ေက်းရြာမွ အိမ္ေျခ (၃) အိမ္တို႕သည္ အေမရိကန္ႏိုင္ငံကို ေလွ်ာက္ထားခဲ့ၾကသည္။

ယခင္လ (၁၇) ရက္ေန႕က ကယန္းသာယာ (ေခၚ) ေသာ္ရိုးလဲေက်းရြာမွ ကယန္းေၾကးကြင္းပတ္ မိသားစုတစုသည္ နယူးဇီလန္ႏိုင္ ငံသို႕ ပထမဦးဆုံး ထြက္သြားခြင့္ ရရိွခဲ့ပါသည္။ သို႕ေသာ္ ယင္းမိသားစုသည္ ေၾကးကြင္းမ်ား ျပန္လည္၀တ္ဆင္ထားျခင္း မရိွေၾကာင္း သိရသည္။

ကလလတ အဖြဲ႕ႏွင့္ နီးစပ္သူတစ္ဦးက " လြြန္ခဲ့တဲ့ပတ္က သူတို႔ ဗဟိုအစည္းအေ၀းတစ္ခု လုပ္တယ္ေလ။ ဒု-ဥကၠဌ ဦးထြန္းေက်ာ္က သူ႔ တပ္ဖဲြ႔၀င္ေတြကို လက္နက္ခ်ေရး မခ်ေရးနဲ႕ အနာဂတ္ ရပ္တည္ႏိုင္ေရးအတြက္ ညိႇႏႈိင္းတိုင္ပင္ ေဆြးေႏြးသြားခဲ့ပါတယ္ " လို႕ ေျပာပါသည္။


ကလလတ အဖြဲ႕အစည္း ေခါင္းေဆာင္လည္းျဖစ္၊ အဖြဲ႕အစည္း၏ ဥကၠဌလည္းျဖစ္္သူ ဦးစႏၵာႏွင့္ အဖြဲ႕အုပ္စုတိ႔ုသည္ အသက္အရြယ္အရ ေသာ္္လည္းေကာင္း၊ က်န္းမာေရး အရေသာ္လည္းေကာင္း မလုပ္ကိုင္ႏိုင္ေတာ့သျဖင့္ လက္နက္အပ္ျပီး သာမန္ျပည္သူတဦး အျဖစ္ႏွင့္ ေနထိုင္သြားမည္ဟု သိရိွရသည္။

အဖြဲ႕၏ ဒု ဥကၠဌ ဦးထြန္းေက်ာ္ႏွင့္ အဖြဲ႕တို႕သည္ လက္နက္အပ္ျပီး လာမည့္ ၂၀၁၀ အေထြေထြေရြးေကာက္ပြဲကို ပါတီတခုအျဖစ္ ၀င္ေရာက္ ယွဥ္ျပိဳင္ မည္ျဖစ္သည္။ ဦးထြန္းေက်ာ္သည္ ကရင္နီျပည္နယ္ (ကယားျပည္) ၀န္ၾကီးရာထူးကို လိုလားေနသူတဦးျဖစ္သည္ဟု ထင္ေၾကး ေပးခံေနရပါသည္။

ေနာက္ထပ္ သေဘာကြဲသူတစုသည္ ျမန္မာစစ္အစိုးရက ဖိအားေပးေနသည့္ လက္နက္ခ်ေရး အစီစဥ္ကို လက္မခံသည့္အျပင္ ျမန္မာႏိုင္ငံ တြင္ စစ္တပ္ၾကီးစိုးျပီး စစ္အစိုးရ အုပ္ခ်ဳပ္ေနေသာ စနစ္ကို မလိုလား၊ မႏွစ္သက္ေတာ့သျဖင့္ အေျပာင္းအလဲမ်ား လိုလားသည့္အတြက္ ေၾကာင့္ ျပန္လည္ေတာခိုရန္ရိွျပီး စစ္အစိုးရအား ျပန္လည္တိုက္ခိုက္ႏိုင္ဖြယ္ရိွသည္ဟု သိရသည္။

အကယ္၍ ျပန္လည္ေတာခိုျခင္းႏွင့္ ပတ္သက္ျပီး ကရင္နီျပည္တပ္မေတာ္ ဒုစစ္ဦးစီးခ်ဳပ္ ဗိုလ္မွဴးခ်ဳပ္ ေအာင္ျမက " သူတို႕ တကယ္လို႕ စစ္အစိုးရကို မလိုလားဘူး။ နယ္စပ္ကို ျပန္ထြက္လာခဲ့မယ္ဆိုရင္ က်ေနာ္တို႕အေနနဲ႕ ေႏြးေႏြးေထြးေထြး ၾကိဳဆိုမွာပါ " ဟု ေျပာသည္။

ေကအဲန္ပီပီမွ ေျပာေရးဆိုခြင့္ရိွသူ ခူဦးရယ္က " အပစ္ရပ္အဖြဲ႕အစည္းအေပၚ က်ေနာ္တို႕ ပါတီရဲ႕ သေဘာထားဘဲေျပာေျပာ၊ လက္နက္ခ် သြားတဲ့ ရဲေဘာ္ေတြအေပၚမွာလည္း သူတို႕ကို ဘယ္လိုဆက္ဆံသြားမလဲဆိုတာ က်ေနာ္တို႕ ေဆြေႏြးၾကပါတယ္၊ သိရသေလာက္ေတာ့ ရဲေဘာ္ေတြက သူတို႕ရြာမွာဘဲ ျပန္ေနၾကမယ္၊ သူတို႕ကို အျမင္မွားတာ မရိွပါဘူး၊ ဒါေပမဲ့ တခ်ဳိ႕ စစ္အစိုးရ အုပ္ခ်ဳပ္တာကို မလိုလားဘူး၊ ျပန္တိုက္ခိုက္ခ်င္တယ္ဆိုရင္ က်ေနာ္တို႕နဲ႕ လာေပါင္းရင္ က်ေနာ္တို႕ လက္ခံပါတယ္ " ဟု ေျပာသည္။

ယခုလ အေစာပိုင္းတုန္းက နဂါးေခၚ ကရင္နီ အမ်ိဳးသား ဒီမိုကရက္တစ္ တပ္ဖြဲ႕သည္ စစ္အစိုးရထံ လက္နက္အပ္ႏွံခဲ့ၿပီ ျဖစ္သည္။

၁၉၉၄ ခုႏွစ္ ေမလ (၉) ရက္ေန႔တြင္ ျမန္မာစစ္အစိုးရႏွင့္ အပစ္အခတ္ရပ္စဲေရး ယူခဲ့ေသာ ကလလတ အဖြဲ႔အစည္းသည္ ယခု စစ္အစိုးရ၏ ဖိအား ေပးမႈကို ခံေနရေသာေၾကာင့္ ၎တို႔အခ်င္းခ်င္း သေဘာထား မတိုက္ဆိုင္သျဖင့္ (၃) ဖြဲ႔ ကြဲရန္ အေျခအေန ျဖစ္ေပၚေနပါသည္။

ႀတိဂံဒုတုိင္းမႉး ဗုိလ္မႉးခ်ဳပ္ ေ၀လင္းသည္ ၂၀၀၈ ႏွစ္ကုန္၌ ၀တပ္ဖြဲ႔အားလုံး လက္နက္ႏွင့္ၿငိမ္းခ်မ္းေရးလဲလွယ္ေရး အတြက္ ျပင္ဆင္ ထားရန္ႏွင့္ ထုိင္းနယ္စပ္တေလွ်ာက္ အေျခစုိက္၀တပ္မ်ား ေျမာက္ပုိင္းပန္ဆန္းဌာနခ်ဳပ္သုိ႔ တပ္ဆုတ္ရန္ ေက်ာသပ္ေခ်ာ့ျမဴ တုိက္ တြန္းခဲ့သည္ဟု နယ္စပ္သတင္းရပ္ကြက္က ဆုိပါသည္။

ယခုလ ၁၈ ရက္ သွ်မ္းျပည္အေ႐ွ႕ပုိင္း မုိင္းဆတ္ၿမိဳ႕နယ္ ၀ျပည္ေသြးစည္း ညီညြတ္ေရးတပ္မေတာ္ ၀မ့္ဟုန္႔စခန္း၌ ၁၇၁ စစ္ေဒသတပ္မႉး ေ၀့ေ႐ွာ္ယင္ (ေ၀့ေ႐ွာ္ကန္း၏ညီ) ႏွင့္အျခား ၀ တပ္မႉးမ်ားအား ဗုိလ္မႉးခ်ဳပ္ေ၀လင္း သြားေရာက္ေတြ႔ဆုံစဥ္ စည္း႐ုံး ေျပာဆုိျခင္းျဖစ္သည္ ဟုဆုိ၏။

“လက္နက္ခ်မယ္ မခ်ဘူးဆုိတာ ေတာင္ပုိင္း၀ တပ္ဖြဲ႔ကဘဲ လုပ္လုိ႔မရဘူး။ ပန္ဆန္းဌာနခ်ဳပ္ရဲ႔ဆုံးျဖတ္ခ်က္ကုိ နားေထာင္ရမယ္”- ေပါ့ေထာက္ဆမ္ဟု ေဒသခံမ်ားေခၚေ၀ၚၾကသည့္ ေ၀့ေ႐ွာ္ယင္က ျပန္ေျဖေၾကာင္း ၀အရာ႐ွိတစ္ဦးႏွင့္သိကြ်မ္းသည့္ မုိင္းဆတ္ ကား သမားတစ္ဦးက ေျပာျပသည္။

“လြန္ခဲ့တဲ့ အႏွစ္ ၂၀ ေလာက္က ခြန္ဆာ့ MTA တပ္ကုိထုိးစစ္ဆင္ဖုိ႔ က်ေနာ္တုိ႔ကုိ ေျမာက္ပုိင္းကေနေခၚဆင္းလာတယ္။ ကေန႔ အထိ ယြက္စစ္ရဲ SSA တပ္ကုိ တုိက္ခုိက္ဖုိ႔ က်ေနာ္တုိ႔ ဖိအားေပးခံေနရဆဲျဖစ္တယ္။ က်ေနာ္တုိ႔တပ္ဖြဲ႔ စား၀တ္ေနေရးအတြက္ က်ပ္သန္းေထာင္ခ်ီရင္းႏွီးၿပီး ေမြးျမဴေရး၊ စုိက္ပ်ဳိးေရး လုပ္ငန္းေတြလုပ္ရတယ္။ ဒီအရင္း အႏွီးေတြအတြက္ ေက်နပ္တဲ့အထိ ေလ်ာ္ ေၾကးမရရင္ တစ္လက္မမွ တပ္မဆုတ္ဘူး” ဟု ၀တပ္ဖြဲ႔က အစည္းအေ၀းအၿပီး နအဖတပ္မႉးတစ္ဦးအားျပန္ေျပာေၾကာင္း အဆုိပါ ကားသမားက ျပန္လည္ေျပာျပ၏။

၀တပ္ဖြဲ႔ က်ပ္သန္းေထာင္ခ်ီ ရင္းႏွီးျမဳပ္ႏွံခဲ့ရေသာ စုိက္ပ်ဳိးေရးလုပ္ငန္းမ်ားမွာ ႏွင္းသီးၿခံ၊ လိေမၼာ္ၿခံ၊ ေကာ္ဖီၿခံ၊ လဖက္ၿခံ၊ စပ်စ္သီး ၿခံအျပင္ အမ်ားဆုံးကုန္က်ေသာ ရာဘာၿခံႏွင့္ ၾကက္၊ ၀က္ေမြးျမဴေရးတုိ႔ျဖစ္ေၾကာင္း နယ္စပ္မွ ထိုင္းအာဏာပုိင္တစ္ဦးကဆုိ၏။

How a "denial of service" attack works

Then Buy.com, on the day the discount e-tailer went public. One by one, leading sites on the Web have been brought to their knees by so-called denial of service attacks. Such attacks flood a Web server with false requests for information, overwhelming the system and ultimately crashing it. The following graphics explain how such attacks work and how companies can possibly prevent them.


How a "denial of service" attack works

In a typical connection, the user sends a message asking the server to authenticate it. The server returns the authentication approval to the user. The user acknowledges this approval and then is allowed onto the server.

In a denial of service attack, the user sends several authentication requests to the server, filling it up. All requests have false return addresses, so the server can't find the user when it tries to send the authentication approval. The server waits, sometimes more than a minute, before closing the connection. When it does close the connection, the attacker sends a new batch of forged requests, and the process begins again--tying up the service indefinitely.

How to block a "denial of service" attack

One of the more common methods of blocking a "denial of service" attack is to set up a filter, or "sniffer," on a network before a stream of information reaches a site's Web servers. The filter can look for attacks by noticing patterns or identifiers contained in the information. If a pattern comes in frequently, the filter can be instructed to block messages containing that pattern, protecting the Web servers from having their lines tied up.

UNITED NATIONS: The U.N. General Assembly has rejected a request from the winners of Myanmar's 1990 elections to replace representatives of the country's current military junta at the United Nations, the U.N. said Friday.

The U.N.'s legal chief said credentials must be issued by a country's head of state or government, or by the minister for foreign affairs.

The military has ruled Myanmar, also known as Burma, since 1962 and has been widely criticized for suppressing basic freedoms. The current junta, which took power in 1988 after crushing pro-democracy demonstrations, held general elections in 1990 but refused to cede power.

A Sept. 9 letter from candidates elected to parliament in 1990 challenged the legitimacy of the country's military government.

Daw San San, vice president of the Members of Parliament Union (Burma), said in the letter to the U.N. Secretary-General that the organization has set up a permanent mission to the U.N. and appointed U Thein Oo as its permanent U.N. representative.

San said he "is instructed to represent the people of Burma and the legitimate, democratically elected members of parliament in all organs of the United Nations."

U.N. spokeswoman Michele Montas said the U.N.'s legal chief, Patricia O'Brien, "has responded to the letter noting the secretary-general's technical role in reviewing the formal criteria for credentials set forth in the General Assembly's Rules of Procedure."

O'Brien told the Parliament Union that "the General Assembly has decided not to take action on the letter he received as it does not comply with the formal legal requirement set out in rule 27 of those rules of procedure," Montas said.

Rule 27 says credentials shall be issued by a country's head of state or government, or by the minister for foreign affairs.

Aung San Suu Kyi's National League for Democracy party won the 1990 election, but the military refused to let Parliament convene. Suu Kyi has been detained for 13 of the past 19 years.

YANGON, Myanmar (AP) — Police defused a bomb just five minutes before it was set to explode in Myanmar's main city near the site of another blast that wounded seven people, a state-controlled newspaper reported Friday.

Thursday's explosion occurred at a bus stop near City Hall, a site that was central to street protests led by Buddhist monks a year ago against the impoverished country's military rulers.

The second device was set to go off at 11:45 a.m. Thursday, but police defused it at 11:40 a.m., the Myanma Ahlin daily reported. It was discovered just 10 feet from the site of the earlier bomb, the report said.

The unexploded bomb was attached to a cassette player, the newspaper said, without elaborating.

At least 31 people were killed when troops fired on protesters Sept. 26-27, 2007, violently crushing the peaceful uprising and sparking global outrage. The anti-government protests were the biggest demonstrations in Myanmar in 20 years. The junta has been in power since 1962.

Terrorism is relatively rare in the authoritarian state. On Sept. 9, an explosion on a passenger bus in Yangon injured three people, and several small-scale bombings have occurred in recent years.

The government often blames the attacks on opponents of the regime or ethnic rebel groups seeking autonomy.

At least three people have been injured in an explosion in central Yangon, police and witnesses in former Myanmar capital have said.

The suspected bomb blast occurred on Thursday morning outside Yangon's City Hall and comes on the eve of the first anniversary of last years bloody crackdown on anti-government protests.

"It seems to have been a small bomb, but we are still carrying out investigations," a police official told Reuters.

None of the injured are thought to have been seriously hurt.

The scene of the blast was quickly sealed off by armed police and soldiers.

The area became a focal point of last year's protests that saw tens of thousands of Buddhist monks and their supporters take to the streets against decades of military rules.

After days of escalating demonstrations the government launched a crackdown on September 26 in which at least 31 people died.

Hundreds more were arrested or remain unaccounted for.

Nai Ngwe Thein, vice chairman of the MNDF said the UN has been urging the Burmese regime to release all political prisoners including Daw Aung San Suu Kyi, and Khun Tun Oo of the Shan National League for Democracy (SNLD).

"The SPDC has no intention of releasing all the political prisoners and that's why they just released about seven political prisoners and there are no ethnic political prisoners among them," Nai Ngwe Thein, a key Mon politician said.

He added that it was tantamount to taking the UN for a ride because they have not released important political prisoners such Daw Suu Kyi and other ethnic political prisoners.

According to a UN press release on Wednesday, among those released is U Win Tin, Dr May Win Myint, U Aung Soe Myint, U Khin Maung Swe, Win Htain, Dr Than Nyein and U Thein Naing. Some 2,000 political prisoners are currently estimated to be still in detention in Myanmar.

Nai Ngwe Thein said that the SPDC should have released Dr May Win Myint and other political prisoners earlier. But SPDC kept extending their period of detention on various pretexts.

The Burmese junta won't release detained political prisoners because the pressure from UN has not been strong enough, said Nai Ngwe Thein who served seven years in Moulmein prison Mon State from 1997-2004.

According to Ko Tate Naing of the Assistance Association for Political Prisoners (AAPP) based in Thailand, most of the released prisoners were held under different charges.

Shan groups in exile say the regimes’ mass prisoner release is a publicity stunt and demand immediate, unconditional release of all political prisoners in Burma, including Daw Aung San Suu Kyi and the Shan State leaders imprisoned since 2005, according to the press statement released by Shan groups yesterday.

Although a handful of political prisoners, including U Win Tin, a founder of the National League for Democracy (NLD), have been released, there still remain 2,100 prisoners in Burma, said the statement.

The statement also questioned why the ailing 73-year-old Shan leader Sao Hso Ten, sentenced to 106 years in Hkamti Prison, has not also been released, while 79-year-old U Win Tin appeared to have been released because of his age.

The statement said the regime was claiming that the prisoners were released so that they could “contribute to the building of a new nation” and “participate in the 2010 election,” when elected Members of Parliament from the last 1990 elections continue to languish in prison on trumped-up charges. For example, 65-year-old Hkun Htun Oo, leader of the Shan Nationalities League for Democracy, the party which won the second highest number of seats in 1990, is serving a 93-year prison sentence in Putao, northernmost Kachin State. He is suffering from prostate problems, diabetes and high blood pressure, but has been denied proper medical treatment.

“His left ear is also having trouble hearing,” said a source close to the family.

The statement also mentioned about activists who took part in the Saffron Revolution and in Nargis relief efforts have continued to be unjustly arrested and sentenced to long imprisonment.

“It is thus very clear that this recent mass prisoner release is a mere sham, aimed to present a benevolent face to the international community and gain support for their roadmap to ‘disciplined’ democracy in Burma.”

The statement urges the international community to maintain pressure on the regime, and demands the immediate and unconditional release of all political prisoners in Burma.

The exiled Shan groups that jointly released the press statement are Shan Health Committee, Shan Human Rights Foundation, Shan Overseas Community, Australia, Shan Refugees Organzation, Malaysia, Shan Relief and Development Committee, Shan Sapawa Environment Organization, Shan State Nationality for Democracy, Japan, Shan State Organization, Shan Women’s Action, Network, Shan Youth Network Group and Shan Youth Power.

No Shans among freed prisoners

Finding none of their leaders among the 9,002 prisoners released by junta authorities on Tuesday, Shans both inside and outside Burma have settled down to a period of depression.

“We are delighted U Win Tin (one of the co-founders of the National League for Democracy leader who had been imprisoned since 1989) and others are finally out,” said Sai Lake, spokesperson for the Shan Nationalities League for Democracy (SNLD). “But we also find it extremely disappointing that none of our leaders are among them.

He was referring to the surviving 8 Shan activists who were arrested and sentenced to long-term jail sentences in 2005, from 13-106 years.

Shans in exile also issued a statement denouncing the regime’s mass prisoner release as “a publicity stunt.” Amnesty International meanwhile argues that 2,100 political prisoners still remain behind bars.

“The junta has missed another opportunity to bring about national reconciliation,” remarked a former SNLD member who has been making a living in Thailand for a number of years.

The Special Bureau officials had during the past few months visited at least Khun Tun Oo, leader of the SNLD and elected Member of Parliament in 1990, and Sai Nyunt Lwin, the party’s general secretary 4 times, according to a senior SNLD member. “Both were asked whether they were ready to quit politics,” he said. “But both had declined to take up the offer.”

Khun Tun Oo aka Hkun Htoon Oo, who is serving 93 years in Putao, Burma’s northernmost town, is said to be highly respected by the inmates, among whom are former followers of the deposed prime minister Gen Khin Nyunt. Sai Nood aka Sai Nyunt Lwin, sentenced to 85 years, in the meanwhile, is said to be sharing a prison cell in Kalemyo with two former brigadier generals: Than Tun and Tin Hla.

One of their colleagues “Math” Myint Than died on 2 May 2006 in Sandoway while serving 79 years.

“The only one who got off scot-free was Sao Tha Oo,” according to a senior SNLD member. “He agreed to become a witness for the prosecution and gave false statements as dictated by the junta authorities. Being Judas, he’s no more seen around Shan circles nowadays.”

THE PRESIDENT: Laura and I and Secretary Rice and members of my administration have just had a wonderful lunch with democracy leaders, human rights activists, courageous men and women who have stood strong for freedom. I assured them that this government, my government, believes in the universality of freedom. We believe there's an Almighty, and a gift of that Almighty to every man, woman and child is freedom.

They inspire us. Here in America , we have an obligation to help others realize the blessings of liberty. They have been on the front lines of securing liberty. And so we want to thank you very much for your courage. We thank you for your set of beliefs that remain strong. Thank you for taking time to be with us today. And you might want to say something.

MRS. BUSH: Well, I just wanted to add one thing. I've been inspired by the stories that I've heard from everyone here. Some people that are here have already seen the results of their democracy, their actions for democracy, and are now -- live in countries where democracy is the rule of law in those countries. And so we feel encouraged by their stories.

But I wanted to mention particularly today the man standing beside me from Burma. He's one of the Burmese monks that's a refugee here now. It was almost a year ago exactly that the Burmese monks and many, many citizens of Burma turned out to protest in a peaceful protest -- to protest a rise in gasoline prices that were done by the government.

The government put this uprising down with great brutality. Many, many people were arrested, including many monks. Many dissidents and protestors had to go into hiding. Just recently the Burmese government has arrested one of the Generation 88, a female, Nilar Thein. She's now in prison. We all know the Burmese government has kept Aung San Suu Kyi in prison or house arrest for almost all of the last 18 years.

I want to urge all the neighbors of Burma -- China and India and other neighbors -- to continue trying to talk to the Burmese General, Than Shwe, to see if he can't do what all the world, the international community wants him to do, and that is start respecting the rights of the people of Burma; start a real dialogue for a transition to democracy; talk with the opposition leaders, the people from the National League of Democracy, Aung San Suu Kyi's party, with all the ethnic groups -- bring everyone to the table so that the country can start to rebuild and be the country that the people of Burma want.

I met refugees on the Thai border when the President and I were just in Thailand -- Burmese refugees. These are refugees who want to go home, who want to move back to Burma, and live a life with their rights protected. And one of these refugees is U Kovita, who has had to come to the United States rather than be able to stay there.

I don't know if you want to say anything.

U KOVITA: Thank you very much for inviting me here. This is really a nice day and my friends -- discussion with many people. In Burma, many (inaudible) people a lot. We all need human rights, all the world's people, because we are all human. So if -- when people, there's no human rights, there's no people and there's no human. So I hope so -- I hope that we all -- international community need to help the Burmese people, and I hope to get help to others -- international community and the U.S. and the European country. And I hope we can change the government some without weapon in Burma and Tibet and other ((inaudible) countries, so around the world we all need peace for change without weapon. Thank you very much.

Gambari Does Not Support the 2010 Election

NEW YORK --The U.N. special envoy to Myanmar Ibrahim Gambari expressed his disappointment on Thursday in the Myanmar authorities' slow reaction to international demands for the release of pro-democracy leader Aung San Suu Kyi and other political prisoners, and called on its neighbors to use their influence on the country's junta.


Gambari also said he does not support the nation's scheduled election in 2010, but rather "a serious dialogue" to make the election free and fair.

"All those who have influence on the authorities of Myanmar, including neighboring countries, including ASEAN, we are calling on them to use it to encourage the authorities to release political prisoners and Aung San Suu Kyi," said Gambari during an interview with The Mainichi Shimbun, adding that he is "disappointed" with the response of the Myanmar government.

"It is our sincere hope that the government of Myanmar will listen to the voices of the international community. As long as political prisoners including Suu Kyi are not released, it will continue to be a problem for the regime and it will draw back progress towards democratization."

During his last visit to Myanmar in August, Gambari failed to meet either Suu Kyi or the government's military leader Senior General Than Shwe. Suu Kyi's cancellation of the meeting especially raised questions about her intentions.

"She has always insisted that the U.N. must be part of the promotion of a dialogue between Aung and the government," the envoy said. "Not seeing me was a little bit of a surprise. I have seen her on seven occasions. When I visit Myanmar the next time, I hope I will be able to see her, because she is an indispensable part of our mediation effort."

Gambari said "the most credible speculation" on why Suu Kyi did not meet him is that she is frustrated with the pace of change in Myanmar and her continued detention by the authorites. Suu Kyi has been detained by the military government for 12 of the past 18 years since her party, the National League for Democracy (NLD), won a general election in 1990.

After the envoy's visit to the country, the NLD issued a statement complaining about the lack of results from Gambari's missions. The statement also accused him of offering the U.N.'s assistance to the military government for its 2010 election plan.

"I didn't support [the election]. I support the process leading to the possible election," said Gambari. "We believe that between now and 2010, there should be a serious discussion between the government and Aung San Suu Kyi and her party to ensure the credibility of the process. And there is still time. Our objective is not to support a particular outcome of the election, but to ensure the process is credible and free and fair," said Gambari.

"The government should not play games with their own people, because people are about their future. We are only there to help. We will continue to be available for serious efforts."

The current military regime took control over the country in 1988, despite mass pro-democracy protests. The junta held a general election in 1990 and lost to Suu Kyi's party, but refused to hand over power.

"Loving" Myanmar junta frees 9,002 prisoners

YANGON (Reuters) - Myanmar's junta is releasing 9,002 prisoners as a gesture of "loving kindness and goodwill," official media said on Tuesday, although political detainees are unlikely to be on the list.

"We haven't heard of any political prisoners being freed," said Nyan Win, a spokesman for the opposition National League for Democracy (NLD), whose leader, Nobel laureate Aung San Suu Kyi, has been under house arrest for the last five years.

"I do hope they will be released, but I don't think it will happen."

Myanmar, or Burma as it used to be called, has more than 2,000 people behind bars on account of their political or religious beliefs, human rights groups say.

The junta, which has ruled unchecked since 1962, denies the existence of any political prisoners, saying all detainees have committed crimes.

Official newspapers said the prisoners were being released for the "social consideration of their families" and to take part in elections scheduled for 2010, part of a seven-step "roadmap to democracy." Western governments dismiss the roadmap as a charade.

About This Book

The author, daughter of the prince of Yawnghwe, one of the Shan states in Burma's borderlands, was born in Burma and educated in Rangoon and Cambridge. The safe in the house of the General Secretary of the Kachin Independence Organization (KIO) and the chairman of Buga Company of the KIO's business department, Dr. Lahkyen La Ja in Myitkyina, the capital of Kachin State in northern Burma was burgled on August 7.

According to residents of Shatapru quarter, the burglar came in the afternoon to Dr. La Ja's house, near the Irrawaddy River bank in Thida Aye quarter in Shatapru. A lot of money and jewellery were cleaned out from the safe.

The thief took away Burmese Kyat 60 million equal to US $ 50,633, Chinese Yuan of an undetermined amount, gold, jade and diamonds from the safe, a resident added.

On learning of the burglary, the new northern commander Maj-Gen Soe Win threatened the police officer of the No. (1) Police Station that he would be suspend if he was unable to arrest the thief, a resident close to the police said.

On the orders of Commander Soe Win, Shatapru quarter's residents were checked by the police after 8 p.m. The youths of Shatapru's were checked thoroughly, he added.

No. (1) Police station sources said, they could arrest the thief in Mandalay when he sells the diamonds. The thief is believed to be a Kachin ethnic and former driver of Dr. La Ja.

Meanwhile, there have been many thefts in town and the thieves are now mainly stealing from leaders of the KIO and the churches as they are well heeled, said a resident in Myitkyina.

Victoria and David Beckham have turned to Buddhism.


The couple - who live in Los Angeles with their three sons - have reportedly "embraced" the mystical religion and are now chanting every morning in a bid to help them deal with their hectic lifestyles.

A source said: "David and Victoria have gone completely Californian! David has begun wearing health, prosperity and performance beads around his wrist. He has started yoga and stretching classes after a knee injury, and then a teammate suggested Buddhist chanting to soothe his mind.

The source added to Britain's Look magazine: "David and Victoria are really getting into the whole holistic, healthy vibe too. Victoria often picks up a soya latte at an organic cafe called Urth Caffe, which is next to The Bodhi Tree bookstore, where she bought hundreds of dollars' worth of self-help books."

The pair have are even said to have employed a feng shui expert to ensure their mansion is appropriately arranged.

The source revealed: "They have had Chinese Feng Shui experts come in to rearrange their home, hope it will improve David's luck on the soccer pitch and their chances of conceiving. They have turned into the ultimate hippy power couple!"

A Shan princess reaches deep into the past to shed light on the present in a fascinating memoir full of travels, triumphs, history and heartbreak

Sao Nang Mya Sanda has, at the wonderful age of 80, graced us with a remarkable memoir that rides on history's elephantine back out of Burma's northern hills and across the world, ultimately to return to her homeland and contemplate the broad sweep of all it has encompassed.


The moving family portrait that is at the heart of "The Moon Princess" serves as the colourful basis for an edifying account of the Shan people, their history and their venerated but beleaguered rulers, for a fascinating glimpse of Bangkok as it used to be, for a dalliance with Cambridge higher learning, for a lesson in Lao politics and, of course, for an important personal assessment of Burmese treachery.


Sanda's father, Sao Shwe Thaike - who she called Sao U Hpa - was the last saohpa of Yawnghwe, the last "lord of the sky" of the Shan States' prominent southern territory that huddled against Inle Lake. He was at one time the elected president of the Union of Burma - how strange those words sound now.


A fearsome but deeply loved husband and father, he was the epitome of Asian nobility and commanded respect from everyone who would seek influence among the Shan, and that, of course, included the British and Japanese imperial armies.


Sao U Hpa wielded considerable national power as Speaker of the House of Nationalities, by which Burma's ethnic minorities forged the Panglong Agreement that was to guarantee them autonomy at the end of British rule, and was at the forefront of negotiations with every important figure to come along with promises, both local and foreign. He knew Aung San well, and U Nu and Ne Win too, received their assurances and suffered their dismissals.


Sanda had by then been removed from the fray. As the president's daughter she attended the wedding of Britain's Princess Elizabeth in 1947, and it was decided that she would stay on and enrol at Cambridge. She didn't go home for another six years, but when she returned again a second time in 1956 she did so in adventurous style - overland by Range Rover - with her British husband Peter Simms, a Buddhist scholar.


In 1953 Simms had been recruited from Cambridge to teach at Prasarnmitr College in Bangkok, and Sanda, after some trepidation, decided to join him here and become his wife. She too began teaching in Bangkok, at Trium Udon School for Girls.


Simms launched a magazine called Thought and Word for his students' benefit and MR Kukrit Pramoj made him a Thai-culture columnist on his Siam Rath newspaper. The couple were friends with Prince Svasti as well, so they were feeling quite welcome.


"I don't suppose anyone could have adequately described to me what I might find in the Bangkok of the 1950s," Sanda writes. "It was a charming and romantic city with its splendid Buddhist temples, fine palaces, museums and extensive parks … There were far less motorcars then and, despite the numerous motorised samlor, there was little pollution and hardly any traffic jams."


Home was a rented old house perched on piles on the Chao Phya River that was everything she dreamed off - until the resident ghost began complaining.


The nightly sound of the safe in the study being opened and the door slamming shut again, and the keys of Simms' typewriter rattling, made them believers. Then a maid saw a prince upstairs, so they brought in a monk who advised them to extract the prince's belongings from cupboards under the eves. When his gear was moved out, the prince did too.


There is much more in the book about Bangkok, complete with Jim Thompson himself, but Sanda and Peter had many more travels and career moves ahead before their gaze returned once again to Burma.


They were journalists in Vientiane in 1962 when Ne Win staged the coup that buried Burma in its bottomless dictatorship. The Simmses were allowed back into the country briefly but harassed constantly, and could do nothing for Sao U Hpa, who was rewarded for his espousal of Shan autonomy by being allowed to die a few months hence in Insein Prison.


In her epilogue Sanda joins the rest of the world watching the monks' insurrection in Rangoon last September. "Much may ultimately depend on how much the generals value world opinion," she concludes with optimism belying her experience.


Sanda's story would have benefited from a good-shepherd editor, but this is a marvellous memoir whose reach extends far from the Shan mountains to touch on matters of great historical and social importance - and matters of the swelling heart as well.

UNA TO UN

Subject: Submission of suggestions upon H.E. Mr. Ibrahim A. Gambari’s visits as a Special Adviser to the Secretary-General of United Nations Organization to Burma ( Myanmar ).

Your Excellency,
1. We, United Nationalities Alliance (UNA), have the honour to present this letter of suggestions to help you think out of the effectiveness of your good offices mandate and efforts for restoration of democracy and reconstruction of national reconciliation in Burma ( Myanmar ). Our organization (UNA) is a coalition alliance of (12) ethnic political parties which have contested and won (67) seats altogether in 1990 general elections. The political objective of our organization (UNA) is to set up a genuine Federal Union in which democracy, equality, self-determination and human rights are prevailed among all nationalities.

2. State Peace and Development Council (then State Law and Order Restoration Council) has made a general election in 1990 declaring that any party which won majority vote has the right to draw the State Constitution. National League for Democracy (NLD) Party and our ethnic nationalities parties have won 392 and 67 seats respectively. Election was recognized free and fair. United Nations has called upon the junta in its General Assembly resolutions to restore democracy and respect the results of the 1990 elections. But the junta has refused to honour the results of the elections. Since then political deadlock between the junta and democratic forces has begun in Burma ( Myanmar ).

3. Instead of calling for National Convention with elected representatives to draft a State Constitution, the junta called for a sham National Convention with its hand-picks in 1993 and drafted a constitution which leads to a militarized authoritarian dictatorship one-sidedly in 2007. Then, the junta has ratified its draft constitution through a false referendum by force and fraud while people are suffering from lost of lives and properties by the Cyclone Nargis in May, 2008. The junta claimed that the constitution has been approved by 92.4 per cent of the voters.

4. Many ethnic nationalities have been living in Burma ( Myanmar ) since pre-historic times. Among them Burman ( Bamar), Chin, Kachin, Kayah, Kayin, Mon, Rakhaing (Arakanese) and Shan are major races. Political problems in Burma ( Myanmar ) are connected with not only political instability itself of taking State’s Power but racial problems of equality and self-determination among the national races.

5. In order to solve these deeply rooted problems including for political stability and national reconciliation, negotiations among all nationalities, political parties and State authorities are unavoidable necessity. For this purpose, the United Nations General Assembly has made successive resolutions since 1994 “to make tripartite dialogue between the government (State Peace and Development Council), democratic forces led by Daw Aung San Suu Kyi and leaders of ethnic nationalities”. But the junta has never touched with it and totally ignored. We, United Nationalities Alliance (UNA) strongly believe that there will be no peace and tranquility unless the national reconciliation could be built. To build the national reconciliation in Burma ( Myanmar ), the tripartite dialogue is the first and foremost importance of all. So, UN should use some appropriate pressure on the junta to make an engagement for tripartite dialogue.

6. H.E. Mr. Ibrahim A. Gambari has been appointed as the Secretary-General’s Special Adviser on Burma ( Myanmar ) since 2005. He has visited Burma ( Myanmar ) six times altogether. He had met with the Government authorities. He had observed the sessions of the junta’s sham National Convention. He had met and discussed with the junta affiliated organizations as well as opposition party leaders including Daw Aung San Suu Kyi except ethnic political parties and leaders. But his visits have not yielded any tangible outcome yet. We, United Nationalities Alliance (UNA), are aware of believing that the UN’s envoy is applying the different course with the UN’s mandates. We strongly believe that H.E. Mr. Ibrahin A. Gambari is responsible to work and act according to the UN’s mandates assigned upon him instead of talking about to cooperate the SPDC’s proposing elections in 2010.

Your Excellency,
7. Then, what are the UN’s mandates assigned upon H.E. Mr. Ibrahim A. Gambari? As far as we can reach, The UN’s mandates are to build a national reconciliation in Burma ( Myanmar ) according to the ways prescribed by the UN bodies: i.e.
(i) Successive resolutions made by the consecutive General Assemblies.
(ii) Presidential Statement of the Security Council and
(iii) The Secretary-General’s message to the junta.

8. As far as above mentioned paragraph (7) is concerned, we had sent a letter and warned to H.E. Mr. Ibrahim A. Gambari to take concentration on the above mentioned mandates assigned upon him by the UN. The out lime notes of letter sent by us to H.E. Mr.Ibrahim A.Gambari are:
(1) The National Convention, which drew the draft constitution almost about 14 years, had not included the real representatives elected in 1990 general elections.
(2) All of the representatives in the National Convention were the hand-picks of the junta.
(3) Even the ceased-fire groups, most of them are ethnic nationalities but not standing as legal political parties, are not legitimate groups and they can not represent the ethnic nationalities.
(4) This constitution does not guarantee democracy, human rights and national reconciliation.
(5) This constitution has been written against the will of people of the country and international community. And it is leading to a militarized authoritarian dictatorship rule to suppress the people of the country.
(6) And finally, this constitution has been one-sidedly ratified through the referendum by force and fraud.
And we have mentioned some suggestions of:

(a) The recent ratification of the constitution is null and void as it has been conducted against the will of the people of the country and lack of international norms.
(b) To respect the Presidential Statement of the United Nations Security Council issued on (11-10-2007), resolutions laid down by the General Assembly and follow the Secretary-General’s messages.
(c) To release all political prisoners immediately and unconditionally.
(d) To undertake a tripartite dialogue among the junta, democratic forces led by Daw Aung San Suu Kyi, Hkun Htun Oo and representatives of ethnic nationalities as it has been resolved in consecutive General-Assemblies.

9. Honestly speaking we, United Nationalities Alliance (UNA), truly worry to be broken the engagement of United Nations Organization of its efforts upon democratization, national reconciliation and human rights. So we, United Nationalities Alliance (UNA), would like to request you to reconsider the most effective ways and means appropriate for settlement of political situation in Burma ( Myanmar ).
