Global Smart Programme ဆုိတာဘာလဲ?
September 9, 2008, Bangkok, Mr.Kittipong Kittiyarak, Permanent Secretary - Ministry of Justice, and Mr. Antonio Maria Costa, Executive Director UNODC, presided over the launching ceremony of Global SMART Programme in Thailand. Since the threatening of synthetic drug, in particular amphetamine-type stimulants (ATS), i.e., methamphetamine and ecstasy, has been one of the most significant drug problems worldwide in recent years, with the estimated of the abuse exceeding over those heroin and cocaine combined. As a response on this alarming issue, the United Nations Office and Drugs and Crime (UNODC) has developed the Global Synthetics Monitoring: Analyses, Reporting and Trends Programme (SMART) as the countermeasure. The programme will enhance the capacity of Member countries and authorities in priority regions to generate, manage, analyse, report and use synthetic drug information to design effective policy and programme interventions.
