SSA-N leader denied for eyes treatment

The leader of the Shan State Army (SSA) North and Chairman of the Shan State Peace Council, Maj-Gen Hso Ten, who had received 106 year jail sentences on 3 November 2005 along with other elected Shan leaders, has been suffering from eye problem, but he was denied eye check, according to the Shan Nationalities League for Democracy (SNLD), the party that won the 1990 elections in Shan state.

“He can’t clarify even red and green color,” said Sai Lake, the SNLD spokesperson.

There is no response from the junta authorities even after the family has applied to jail warden many times to have his eyes operated, he told SHAN.

“We [SNLD] also sent a letter to the authorities for his medical treatment. We are worried, his eyes might go completely blind.”

In the meantime, other elected Shan leaders Hkun Htun Oo, Sai Nyunt Lwin, Sai Nyi Nyi Moe, Sai Myo Min Htun, Sai Tun Nyo, and Sai Hla Aung were also refused medical treatment, according to Sai Lake.

The said Shan leaders were arrested for defamation of the state, association with illegal parties and conspiracy against the state. Those were separately imprisoned.

Kachins protest schoolgirl gang rape and murder (Special)

Ethnic Kachins from northern Burma in Japan today protested against the gang rape and murder of a Kachin schoolgirl on July 27 by Burmese soldiers, a protester said.

The demonstrators held posters and read short statements in the space in front of the Burmese Embassy in Tokyo between 3 p.m. and 4 p.m. local time. They were joined by about 200 Kachin protesters including some non-Kachins from Burma, Peter Brang Seng, an organizer told KNG.

Peter Brang Seng said, “We read out statements against the junta on the Kachin schoolgirl Nhkum Hkawn Din's rape and murder by Burmese soldiers. There is lack of human rights in Kachin State and the junta's lack of action against serious drug addiction in the State which is destroying Kachins.”

The demonstrators also shouted slogans like “The junta is a killer government” and “The junta is implementing the mission of wiping out ethnic Kachins in the country”, added Peter Brang Seng.

This demonstration was organized by Japan-based Kachin National Organization (KNO) and it was unusual that the Japanese police officers and security agents provided security to demonstrators, Peter Brang Seng told KNG soon after the demonstration ended.

At the same time, the demonstration on the same issue against Burma's ruling junta was held in India's capital New Delhi today between 11 a.m. and 12:30 p.m. by ethnic Kachins and some non-Kachins from Burma, said a participant.

The Thailand-base Kachin Women's Association (KWAT) released a statement on Hkawn Din's rape and murder today and strongly condemned the gruesome act. “The junta uses rape as a tool against ethnic minority women with impunity and this is an act of crime against humanity and lack of rule of law in Burma.”

Lt-Gen N'ban La Awng, Vice-chairman of Kachin Independence Organization (KIO) demanded that the new Northern Command (Ma-Pa-Kha) commander of junta, Maj-Gen Soe Win punish the rapists and murderers of Hkawn Din by showing him the body of Hkawn Din when the commander first met KIO leaders in Laiza controlled area on August 23, said a KIO officer.

Lt-Gen N'ban La Awng also told Maj-Gen Soe Win, “If soldiers in Kachin Independence Army (KIA) commit such a crime as your soldiers (Burmese soldiers) did, we will hand out the death penalty.”

Junta response on the case

After soldier Soe Tu Win committed the crime a group of officers from the army, police and Momauk (N’mawk) Township Administration (Ma-Ya-Ka) visited Hkawn Din's house in Nam Sai to apologize on August 17 and provided a sack of milled-rice or three Tin (1Tin = 40.9 litres in Burmese measurement in volume), two Viss of sugar (1Viss = 1.6 Kilograms in Burmese measurement in weight), four Viss of cooking oil, five cans of condensed milk and Kyat 500,000 which is equivalent to 424 US dollar.

The case was quickly taken over by a group of military officers and the group heard evidence from local eyewitnesses. Till now, no court decision has been given on the soldier Soe Tu Win, according to relatives of Hkawn Din.

Rape and murder

Hkawn Din was gang-raped and murdered on July 27 on her way to the village paddy-field, about a mile from the village by Burmese soldiers from Light Infantry Battalion (LIB) No. 437 commanded by Major Aung Myint Htun (temporarily) based in Momauk.

The naked body of Hkawn Din was discovered with seven major stab wounds and covered with leaves in a bush on July 30, three days after the rape and murder.

Three Burmese soldiers were said to be involved including soldier Soe Tu Win, Tu Ra (trainee) led by Corporal Aye Thein. They are based in Nam Sai as a branch section of LIB No. 437 in Momauk, according to the relatives of Hkawn Din.

However, the army arrested only one soldier called Soe Tu Win on August 14 and the soldier was then sent to prison in Momauk Police Station on August 15. Soe Tu Win is also guarded by two soldiers since he has been put in a prison cell in Momauk Police Station.

Personal profile and village background

Hkawn Din was 15 year-old and lived in block No. 1 in Nam Sai in Momauk Township in Bhamo District in Kachin State, northern Burma. Her parents are Salang Nhkum Yawng Shawng and Maran Nu Bren. She was an eighth grade student and studied at the Basic State Middle School in Kyan Khin block in Momauk.

In the seven-member family, she was the second eldest with two young sisters, a young brother and an elder brother.

Even as an eighth grade student, Hkawn Din voluntarily helped primary school children in her village by teaching and guiding them in their school lessons without wages in her free time. As a small village with little development, she was hope for her family as well as Nam Sai villagers.

The Nam Sai has over a hundred families and is under the control of Burma's ruling junta and Kachin Independence Organization (KIO). The 1st battalion of Kachin Independence Army (KIA) under KIO has run a development project in the village since a ceasefire agreement was signed between the KIO and ruling junta in 1994.

Harn Yawnghwe: UN efforts deserve support


Current UN operations in Burma, despite varied outcomes, are worth solid support from the people of Burma whose needs are such any assistance, big or small, is a blessing, according to Brussels-based Burma activist Harn Yawnghwe.

“The UN is the one of the few friends we have,” he said yesterday.

Speaking to the meeting of border-based Tai Coordination Committee (TCC) that was formed last January as part of the joint struggle to set up a Shan State representative body, he spoke highly of Ibrahim Gambari, Special Advisor to the UN Secretary General Ban Ki-moon, and Tomas Ojea Quintana, the new UN Special Rapporteur on human rights in Burma, who had recently concluded their separate visits to the military-ruled country.

“Mr Gambari is considered an old hand in dealing with military dictators, his country also having been under military rule,” said 60-year Harn, Director of Euro Burma Office (EBO). “Mr Quintana is also a veteran human rights activist. They deserve all the support and advice that we can give.”

Both have been lambasted by activists and opposition politicians alike for their “soft approach” to Burma’s ruling generals.

Harn urged the TCC members, led by Peunkham Payakwong and Ms Hseng Noung, to consider the consequences of the alternative. “As long as the UN has a role in the Burma affairs, there is hope,” he pondered. “Once it runs out of role, the country will become practically out of sight and out of hearing to the rest of the world.”

Harn Yawnghwe is one of the surviving sons of the Sao Shwe Thaike, former Prince of Yawnghwe and later the first President of Burma (1948-1952). He died under mysterious circumstances a few months after being detained at Insein following the 1962 military coup det’at. His late mother Sao Hearn Hkam, the Mahadevi of Yawnghwe, also served as a Member of Parliament and later President of the Shan State War Council (1964-68).

YANGON, Myanmar (AP) -- Myanmar's detained opposition leader Aung San Suu Kyi failed to retrieve food delivered to her home amid speculation she may have launched a hunger strike.

Nyan Win, spokesman for the National League for Democracy, said Tuesday he could not confirm whether Suu Kyi was refusing to eat, but said bags of food delivered Monday to a checkpoint outside her heavily guarded house were not picked up.

Suu Kyi has been under house arrest for 13 of the past 19 years, and she relies on the NLD's food deliveries for survival. It remains unclear whether Suu Kyi has launched a hunger strike since her supporters are barred from meeting her.

Burmese dissident groups based in neighboring Thailand began suggesting Monday that she had begun a hunger strike.

The news comes after Suu Kyi repeatedly canceled meetings with U.N. Special Envoy Ibrahim Gambari during his six-day visit to Myanmar that ended Saturday. He left without seeing her.

Since refusing to see Gambari, supporters have speculated the Nobel Peace Prize laureate has grown more frustrated with the United Nations' failure to bring about change in the military-ruled nation.

Myanmar, also known as Burma, has been in a political deadlock since 1990, when Suu Kyi's party overwhelmingly won general elections, but was not allowed to take power by the military.

On Sunday, Nyan Win said Gambari had wasted his time in Myanmar. He also criticized the U.N. envoy for failing to meet the country's leader, Gen. Than Shwe, and for being unable to get any commitment from the junta to start talks with the opposition on national reconciliation.

Nyan Win also castigated Gambari for offering to help the junta prepare for planned 2010 elections.

Suu Kyi's NLD has criticized the planned polls, which follow a constitutional referendum earlier this year that critics say was neither free nor fair. The new constitution guarantees 25 percent of parliamentary seats to the military, and allows the president to hand over all power to the military in a state of emergency.

Top UN envoy concludes latest visit to Myanmar

23 August 2008 –The senior United Nations envoy to Myanmar today wrapped up his six-day visit to the Asian country by meeting with senior members of the Government and the diplomatic corps.

Ibrahim Gambari, the Secretary-General's Special Adviser on Myanmar, held open and extensive meetings with Prime Minister Thein Sein, according to a statement issued in Yangon, the country's biggest city.

He also met with members of the State Peace and Development Council, including the Ministers of Information, Foreign Affairs and Culture, for the second time during his visit before going on to brief the local diplomatic community.

This week Mr. Gambari has held numerous meetings with Government officials, discussing issues including national reconciliation and how to help Myanmar tackle its socio-economic challenges.

The Special Adviser travels now to Thailand and Indonesia to continue his consultations with regional leaders as part of his “good offices” mission on behalf of Secretary-General Ban Ki-moon.

YANGON, Aug. 24 (Xinhua) -- Myanmar Minister of Information Brigadier-General Kyaw Hsan has stressed that the government will continue the implementation of its seven-step roadmap as a transitional government in accord with the mandate of the people, the official newspaper New Light of Myanmar reported Sunday.

According to an article of the new constitution ratified in late last May through the national referendum, "the existing government has become the transitional government mandated to implement the provisions of the constitution before the commencing date of the first session of the Union Parliament on which the constitution will come into force," Kyaw Hsan, who is also leader of the government's spokes authoritative team, told United Nations Special Envoy Ibrahim Gambari during the latter's just-ended six-day Myanmar visit.

Kyaw Hsan said the government will not tolerate any attempt to jeopardize or harm the constitution and the process.

Noting that a multi-party general election, which is the fifth step of the roadmap, will be held in 2010, he said laws and rules concerning the establishment, organizing and entering elections of political parties will be enacted.

"Those in favor of or against the government and the constitution will have rights equally in accordance with law," he also said, adding that it is designed to ensure all inclusiveness.

He signaled that talks with Aung San Suu Kyi under house arrest will be held in line with the previous procedures.

He emphasized three aspirations of the people-- peace and stability, development of the country and earning of livelihood in accordance with the law while marching on speedily towards the desired goal of democracy.

He hoped for full cooperation from the UN in the implementation of the government's roadmap.

As reported by the official newspaper, thanking the Myanmar government for its full cooperation, Gambari said he was pleased with the government's reaffirmation for regularizing relations with the UN Secretariat, calling for emergence of obvious results during every trip.

Gambari, who made his 6th trip to Myanmar this week in a renewed UN's effort for the country's national reconciliation and democratic process, also met with Myanmar Prime Minister General Thein Sein, four other ministers including Foreign Minister U NyanWin and Labor Minister cum Relations Minister U Aung Kyi, foreign diplomats, representatives of the International Committee of the Red Cross (ICRC) and the ASEAN-Myanmar-UN tripartite core group based in Myanmar.

Others whom Gambari also met were responsible persons from political parties namely the National League for Democracy (NLD), Union Pa-O National Organization and National Unity Party.

According to the newspaper, the government arranged for a meeting between Gambari and Aung San Suu Kyi before the UN envoy left, but Aung San Suu Kyi rejected.

The visit of Gambari, who is UN Secretary-General Ban Ki-moon's special adviser on Myanmar, was the first after a severe cyclone storm hit Myanmar in early May and a nationwide referendum was held in late May, in which a new constitution draft was ratified and the Republic of the Union of Myanmar Constitution (2008) was formally promulgated as a follow-up.

Nay Pyi Taw, 23 Aug � Spokes Authoritative Team of the State Peace and Development Council met Special Adviser to UN Secretary-General Mr Ibrahim Agboola Gambari at the guesthouse of the National Defence College at 3 pm on 19 August.


Present on the occasion were team leader Minister for Information Brig-Gen Kyaw Hsan and members Minister for Foreign Affairs U Nyan Win and Minister for Culture Maj-Gen Khin Aung Myint.

Mr Gambari's discussion

Mr Gambari said: The aim of my visit is to strongly build confidence between the two sides and to promote the role of UN Secretariat in Myanmar. I first visited Myanmar in May 2006 when the National Convention, the first step of the seven-step Road Map, was in progress. I praise Myanmar for its reaching the fifth step of the Road Map during the two-year period. I also recognize the Myanmar government for its efforts for being able to approve the constitution and address the problem of cyclone Nargis. Nonetheless, for the past two years, the international community has paid more attention to Myanmar. There prevailed negative attitude towards the country. After the cyclone Nargis, the UN Secretary-General himself visited the country and his visit to Myanmar was the first ever one during the period of 44 years. He pointed out two facts: it was encouraging to see that Myanmar had shown its positive and flexible attitude and begun to accept the international aids; and he believed there would be more cooperation between the UN and Myanmar. Now I frankly welcome and invite any proposals and suggestions from Myanmar's side. I assume it is necessary to continue discussions between the Myanmar government and Daw Aung San Suu Kyi for national reconsolidation and democratization. Myanmar should accept expertise from the UN in the general election to be held in 2010 in order to win the trust of the international community. Economic forum shall be established for improving the socio-economy of the people including the cyclone victims. We would like to establish regular ties between the Myanmar government and UN Secretariat. From the humanitarian perspective, the Myanmar government should consider the release of old and sick detainees. Moreover, it would be of much benefit if those who are able to participate in discussions on Myanmar's affairs are released. UN would like to know how it can cooperate with Myanmar in her affairs. If there is any difficulty on Myanmar's side, let us know. And if there is any new issue that has never been discussed before, I am ready to discuss it.

Minister Brig-Gen Kyaw Hsan's clarification

Minister Brig-Gen Kyaw Hsan said: At the outset, I would like to say that Your Excellency and delegation members are warmly welcome and I am very glad to meet you again. This is the fourth time for our Spokes Authoritative Team of the State Peace and Development Council to discuss with Your Excellency. As we have discussed and exchanged views frankly and cordially thrice, we have understood each other very well and we have become very intimate friends. Hence, we do hope that this fourth discussion will surely bring out good results by discussing and exchanging views more frankly and cordially than the previous times.

Our country exercises the independent and active foreign policy. In accordance with the Five Principles of Peaceful Coexistence, Myanmar is also maintaining friendly relations with neighbouring countries, regional countries and global countries. Being a member of the United Nations Organization, to constantly cooperate with the UN is also the main point of our foreign policy. Therefore, our country has been and is actively coperating with the UN and it will certainly continue to do so. Similarly, we highly regard the role of the UN Secretary-General. We do appreciate the UNSG and the UN for their role in rendering a helpful hand to us as regards relief and reconstruction works after the cyclone "Nargis". So, we invited Your Excellency to come and see the Myanmar political developments and prevailing conditions of Myanmar so that Your Excellency can play a positive role. On our side we will fully cooperate with Your Excellency at our utmost for bearing fruitful results of your trip.

I would like to explain points regarding the latest developments in implementing the seven-step Road Map of the country. As Your Excellency has known, the entire people of Myanmar aspire democracy. Accordingly, the seven-step Road Map is being implemented to bring about democracy. The seven-step Road Map has been adopted and declared to the world since 2003. The implementation of the seven-step Road Map has been recognized and supported by ASEAN countries, neighbouring countries, regional countries and Non-Aligned Movement member countries as well as the UN.

According to the prevailing objective situations and conditions of our country, the seven-step Road Map is the most suitable and appropriate to bring about democracy. We firmly believe that the way to bring about democracy peacefully is the seven-step Road Map. The National Convention, the first step of the Road Map, has been convened successfully with the extensive participation of the entire people and national brethren. The seriousness of the National Convention has been known by Your Excellency as you have visited it time and again. Likewise, efforts were made to ensure all inclusiveness in holding the National Referendum to ratify the draft Constitution in the fourth step of the Road Map. The public approval of the draft constitution in the referendum has also approved that the seven-step Road Map is to continue till its success. Today, we will continue efforts to implement the remaining fifth, sixth and seventh steps successfully. Efforts will also be made properly to ensure all inclusiveness and democratic practices in the general elections, the fifth step of the Road Map which you have mentioned.

But it is rather difficult for us to accept any attempt to harm or jeopardize or hinder the implementation of the Road Map. We assume that our process for transition to democracy is accepted by the international community including Your Excellency as well as internal and external anti-government groups. Hence, those all who aspire democracy should render a helping hand to us in implementing the seven-step Road Map, we honestly believe.

The National Referendum, the fourth step of the Road Map, was successfully held on 10th and 24th May 2008. In doing so, necessary law and rules were promulgated and the National Referendum was held in accordance with them. These law and rules were prepared in accordance with international norms. Such law and rules were promulgated systematically and Central-level, State/Division-level, District-level, Township-level and ward/village-tract level commissions were formed to supervise the referendum properly. Regarding voting system, we did not use the system of ballot card and yes/no double ballot boxes. We used the system of ballot slip, single ballot box and secret voting, which is difficult to commit malpractices.

Moreover, the draft constitution as well as the Referendum Law and Rules were published for public information. The preparations made and systems to be used in the referendum were clarified to Your Excellency during your last visit.

When the National Referendum was held the whole country, diplomats and UN officials were taken to various places to witness the processes in which the people cast votes independently and freely. Hence, I would like to reiterate that the National Referendum was free and fair.

According to the results of the National Referendum, there are 27,288,827 eligible voters who have attained the age of 18. Of them, 26,776,675 or 98.12 per cent cast votes. Of the votes, 24,764,124 votes representing 92.48 per cent were yes-votes while 1,631,712 votes representing 6.1 per cent were no-votes. Altogether 380,839 votes representing 1.42 per cent were cancelled. Thus, the draft constitution was ratified with the support of 92.48 per cent of the voters. So, the Constitution has now become the one mandated by the majority of the people.

The Constitution was approved by the majority of the people as they truly like it. Moreover, the people really trust and rely on the ruling government. For your knowledge, I would like to recount some points regarding the previous National Referendum held to ratify the 1974 Constitution. It was held under the aegis of the Burma Socialist Programme Party when the socialism was flourishing without any opposition or antagonism. Besides, party fractions were formed at different levels and well-organized.

Yet, the outcome of the referendum was 90.17 per cent of votes in favour. The percentage should have been higher. However, the people who did not like failed to support it and the result was as such.

Nowadays, the National Referendum was held amidst the anti-government elements from various angels. The internal and external anti-government groups instigated the public to cast no-votes or not to cast vote. Even the insurgents put pressure on the people dwelling near their areas to cast no-votes. Some big nations imposed various sanctions and tried hard to instigate the people to have negative views against the Government. Among these conditions, the outcome of the referendum is 92.48 per cent surpassing the 1974 referendum result. It can vividly be seen that the people truly like and accept the draft Constitution.You can study by yourselve it is true or not.

Hence, I would like to say that the existing Government is making efforts on behalf of the people in accordance with the Constitution ratified by the people. Article 442 in Chapter 14 Transitory Provisions of the Constitution states: "The State Peace and Development Council shall continue to exercise State sovereignty, before this Constitution comes into force." Article 443 states: "The work done by the State Peace and Development Council to bring the Constitution into force shall be deemed to have been carried out in accord with this Constitution." Hence, the existing Government has become the Transitional Government mandated to implement the provisions of the Constitution before the commencing date of the First session of the Union Hluttaw on which the Constitution will come into force.

Being the Transitional Government, our Government will continue to implement the seven-step Road Map in accord with the mandate of the people. We cannot accept any attempt to jeopardize or harm our process. We will oppose and wipe out those attempts to jeopardize or harm the Constitution.

Multiparty general elections, the fifth step of the Road Map, will be held in 2010 as announced in advance. Before it, necessary laws and rules concerning establishment, organizing and entering elections of political parties, will be promulgated. Then, those in favour of or against the Government and the Constitution will have above-mentioned rights equally in accordance with law. This is designed to ensure all inclusiveness. Moreover, the Election Commission and necessary sub-commissions at different levels will be formed properly for holding the free and fair elections. After forming the commission, it will make necessary arrangements to hold free and fair elections.

If elected, those representatives-elect can participate as Hluttaw representatives in the proceedings of various Hluttaws as the sixth step of the Road Map. They can enjoy the rights to take part in discussing, coordinating and seeking solutions in legislative matters including political, economic and social affairs of the State at the Hluttaws. Likewise, they can enjoy the rights to exercise the legislative matters in a democratic way.

The Government will continue to implement the democracy processes, paying serious attention to the aspiration of the people. In so doing, the Government will carry out tasks on behalf of the people in accord with the Constitution ratified by the people. So, it is reasonable that the Government cannot accept any attempt to jeopardize or harm the process. In addition, efforts for bringing about democracy, developing the nation and the people, flourishing human rights, etc are the processes to be favoured and supported by neighbouring countries, regional countries, global countries and the United Nations including Your Excellency. So, we believe that all will render cooperative hands to the process of our seven-step Road Map. We also believe that Your Excellency will kindly convince the UN Secretary-General and other dignitaries and groups of the actual conditions and situations. We also hope that Your Excellency will kindly convince the anti-government political groups which Your Excellency will meet following days.

Actually, the stability of the State is essential for the development of the nation and the people as well as national economic development. Hence, the Government has constantly been striving to ensure State stability. As a result, peace has been attained between the Government and almost all the national race armed groups. Our country is now enjoying unprecedented peace and stability. In addition, peace door is kept open to the remaining national race armed groups. The Government is also making continued efforts for the national reconsolidation. In recognition of your discussions, talks with Daw Aung San Suu Kyi will be held in line with the previous procedures.

As regards the storm �Nargis�, we fully cooperated with the UN as well as ASEAN. We also smoothly cooperated with international aid groups, health care groups, medical teams, etc. In addition, we are providing cooperative hands closely to UN agencies to conveniently carry out their works. We believe the UN agencies based in our country are also rendering a helpful hand to see to the success of your good offices.

Today, the Government has been striving its utmost for the national development as well as the socio-economic development of the people. Yet, the difficulties encountered are, as Your Excellency might have known, various sanctions imposed by western powers. Under such circumstances, we are very grateful to Your Excellency for being interested in helping promote the socio-economic development of the people. We are also seriously considering it. In that regard, Your Excellency should hold talks with the ministry concerned.

Regarding your question of how we will cooperate to win trust of the international community in the 2010 elections, an election commission will be formed when it is opportune. The commission will take necessary measures to ensure free and fair elections.

Regarding the case of the detainees, old ones and sick ones should be released to show humanitarianism, along with those capable of helping work out the Myanmar affairs, I would say the government always has a tradition to do so.

At present, the transition to democracy is being implemented with the timeframe in Myanmar as wished by the UN and international community. Hence, we assume that now is the prime time for the UN and international community to lend a helpful hand with goodwill as regards Myanmar's affairs.

The positive changes of our country are prevailing conditions and cannot be ignored. If review with right sense and clear outlook, it is fair to say that the future State can be visualized now. The State affairs are the internal affairs to be handled by the people themselves. Through the collective efforts by the combined force of the Government, the people and the Tatmadaw with own strength, we have achieved many accomplishments nowadays. In such conditions and situations, the attacks of internal and external anti-government groups are merely worthless, we assume.

The explanation I have made also covers your question of how we want the UN to cooperate with our country in the affairs. Now, I would like to reiterate that the State constitution has been adopted with the approval of the people. That reflects their desire. So, we will try in accordance with the State constitution to transit to democracy as soon as possible. Only with the assistance of the UN in that regard, the people's desire can be brought to fruition. Now, the State constitution has been approved. So, law on political parties, and election law will come into being. Then, the people, supporting or opposing the constitution, and both anti-government persons and pro-government persons will be able to enjoy the right to form political parties and canvass for the votes in accordance with the law. After that, all will have the right to stand for election in the multi-party democracy election scheduled to take place in 2010. That path is the most practical, the most appropriate and the safest way. Furthermore, it is the most peaceful way for transition to democracy. Therefore, I would say the UN including you should extend a helping hand for peaceful and successful transition to democracy in accordance with the people's desire.

In conclusion, I would like to say that the Government with the support of the people has successfully launched tasks for transition to democracy. And it will continue to see to the desired goal. We hope that Your Excellency will render a helpful hand to us for achieving greater successes while we are bringing about democracy in conformity with prevailing situations of the nation and the people. As Your Excellency has understood the subtleness of Myanmar politics to a certain extent, we believe that Your Excellency can fully cooperate in implementing the seven-step Road Map and provide us good advice. Thank you.

Further discussions of Mr Gambari

Holding further discussions, Mr Gambari said that the main aim of him and the United Nations Secretary-General is to win greater support of the international community in the process of transition to democracy in Myanmar; that he himself respects the sovereignty of Myanmar; that at present, even super powers are unable to stand on their own separately; that it is required to take into account the positive suggestions of neighboring countries; that both the UN Secretary-General and him accept that economic sanctions are a serious impediment to national development of Myanmar; that he will put forward the facts presented by the Spokes Authoritative Team of the State Peace and Development Council to the UN Secretary-General on his arrival; that at the request of Your Excellency he will continue striving for opposition parties to cooperate; the UN Secretary-General is trying its best for the international community to response in a positive manner to prevailing situations of Myanmar; and Your Excellency will see it sooner.

He continued to say that he welcomes the necessary measures to be taken by the election commission without harming the sovereignty of Myanmar; that he will discuss matters on dispatching the working level technical team with the ministers concerned as to the establishment of Economic Forum; that those who oppose the government at present can turn out to be an alliance in future; that the transitional period of Myanmar politics is aimed at the emergence of a civilian government; and therefore, he wants the government to review the actions taken against those who do not post a threat to national security with a view to forging national reconsolidation.

In his discussions, Leader of the Spokes Authoritative Team of the State Peace and Development Council Minister for Information Brig-Gen Kyaw Hsan said that he would pay serious attention to what Mr Gambari discussed and has made arrangements to meet him again. The meeting ended at 4.30 pm.

U.N. envoy leaves Myanmar, fails to meet Suu Kyi

YANGON (Reuters) - A U.N. envoy left Myanmar on Saturday after failing to meet detained opposition leader Aung San Suu Kyi or coax concessions from the military junta during his six-day mission, diplomats said.

Ibrahim Gambari, on his sixth visit as part of a U.N. push for reforms in the former Burma, extended his trip by one day in hopes of meeting the Nobel laureate, but it did not happen.


Gambari, who briefed diplomats before leaving the former capital Yangon, gave no reasons why Suu Kyi did not meet with him as she had done during past visits.

"He said he raised some points with the government and hoped to return. In terms of concrete outcomes, there was not much," said one Western diplomat who declined to be named.

Gambari, who met Prime Minister Thein Sein on Saturday but did not get an audience with junta leader Senior General Than Shwe during his visit, told the diplomats he had again urged the government to release some 2,000 political prisoners and begin a proper dialogue with the opposition.

But the Nigerian diplomat has had little to show for his efforts to get the junta to include Suu Kyi and her National League for Democracy (NLD) in its plans to cede political control in a seven-step "roadmap to democracy".

Suu Kyi failed to attend a scheduled meeting with Gambari on Wednesday, prompting speculation she is fed up with the junta's treatment of the emissary and the lack of meaningful dialogue between her party and the regime.

A spokesman for the NLD, the party that won a massive election landslide in 1990 only to be denied power by the military, had expressed surprise at Suu Kyi's no show.

"We just don't know why," Nyan Win said of the NLD leader who has been under house arrest for most of the past five years.

"So far as I heard, she is not satisfied with the present condition during this visit of Mr. Gambari," Nyan Win said earlier this week.

After Gambari's departure, Nyan Win told Reuters this latest mission was "unproductive. Not much different from his last visit."

Gambari arrived on Monday -- his fourth trip since pro-democracy protests were crushed last September -- in another bid to kick-start talks between Suu Kyi and the generals after they rammed a new constitution through in a referendum in May.

The charter, which guarantees the army 25 percent of seats in parliament and control of key ministries, passed with 92 percent approval despite being postponed in parts of the country due to cyclone Nargis. There was no outside monitoring.

Analysts say the new constitution and the junta's rigid adherence to a seven-step "roadmap" leading to elections in 2010 renders Gambari's mission virtually pointless.

Gambari, who did not speak to reporters before flying to Singapore, told the diplomats U.N. Secretary-General Ban Ki-Moon hoped to visit Myanmar but no date had been set.

Ethnic opposition party leaders have not been allowed to meet United Nations special envoy, Mr. Ibrahim Gambari who is in Burma on a five-day visit, though ethnic leaders demanded a meeting.

Twelve ethnic opposition leaders from the UNLD sent a letter to the Burmese government authorities and the UN office in Rangoon for a meeting with the envoy.

"We are not allowed to meet him. The junta only invited the envoy to meet ethnic political parties who would support its election," said Nai Ngwe Thein, Vice Chairman of Mon National Democratic Front (MNDF).

"However we sent a letter to UN about our stand on the elections," he added.

Twelve ethnic opposition parties, who won some seats in the 1990 elections demanded that the UN recognize the 1990 elections and not to recognize the May 10 referendum. They would boycott the coming election like the National League for Democracy (NLD).

The Zomi National Congress, the Chin National League for Democracy, the Mon National Democratic Front, the Arakan League for Democracy, the Karen National Congress for Democracy, the Kachin State National Congress for Democracy, and the Kayah State all Nationalities League for Democracy and four other ethnic parties made the demand during UN Special Human Rights Rapporteur Tomás Ojea Quintana's visit to Burma in the first week of August.

However they were not allowed a meeting and were interrogated by the special branch of the police.

The regime arranged for the UN envoy to meet representatives of Union Pa-O National Organization, National Unity Party and a Karen ceasefire group which support the government's election plans.

The junta, however, arranged the UN envoy's meeting with the NLD for a short while but has not yet allowed a meeting with pro-democracy leader Daw Aung San Suu Kyi who is under the house arrest for more than 12 years.

Yangon - Ibrahim Gambari, UN special envoy to Myanmar, visited the compound of detained opposition leader Aung San Suu Kyi Friday but she did not come out to greet him, witnesses said.

Gambari, who arrived in Yangon Monday, went to Suu Kyi's Yangon home at 7:30 am (0100 GMT) and waited at the front gate for an hour but the Nobel Peace Prize laureate did not come out, witnesses said.

The road outside Suu Kyi's compound has been heavily barricaded since Thursday evening with four police oficers posted outside its front gate.

Suu Kyi has been under house arrest since May 2003, being kept in near-isolation by the ruling junta, which recently extended her imprisonment, adding another six months to a year to it.

On rare occasions, she has been allowed to leave her house under army escort to meet with visiting UN special envoys, such as Gambari and his predecessors. On Wednesday, a government car was seen entering Suu Kyi's compound, apparently to take her to meet Gambari, but she never got into the car. Gambari met with executives of Suu Kyi's party, the National League for Democracy (NLD), on Wednesday and informed them that one of his priorities on this trip was to meet with Suu Kyi. The NLD won the 1990 general election by a landslide but has been denied power by the country's entrenched military establishment, which has ruled Myanmar since 1962.

Gambari told the NLD that UN Secretary General Ban Ki-moon was hoping to visit Myanmar in the last week of December if conditions are appropriate to discuss the country's political problems.

Ban was last in Myanmar in May when he made an emergency visit to pressure the country's junta to allow entry of international aid and relief workers in the wake of Cyclone Nargis, which left about 140,000 people dead or missing.

Ban was criticized at the time for concentrating on the aid and neglecting Myanmar's long-simmering political caldron, such as the junta's refusal to free Suu Kyi and other political prisoners or to introduce genuine political reforms.

This week's visit is Gambari's fourth since last year to Myanmar, also known as Burma, where he has been handed a mandate by the United Nations to deal with the country's military regime in addressing international concerns about human rights violations, slow-paced political reforms and the ongoing detentions of political prisoners.

The State Peace and Development Council, as Myanmar's junta calls itself, has shown little willingness to comply with Gambari's overall mission.

On August 7 in Yangon, for example, Myanmar authorities arrested three members of the All Burma Federation of Student Unions and two members of the 88 Generation Students, two pro-democracy groups. Their whereabouts remain a mystery.

Myanmar has been under the equivalent of martial law since 1988 when the army unleashed a brutal crackdown on a nationwide pro-democracy movement, which left an estimated 3,000 people dead and thousands more in prison.

Bowing to international pressure, the regime held a general election in 1990, which the NLD won in a landslide.

Instead of acknowledging the outcome of the polls, the junta has blocked the NLD from power for the past 18 years, keeping Suu Kyi - who received the Nobel Peace Prize in 1991 - under house detention for 13 of those years.

Thai king world's wealthiest royal: Forbes

With a fortune estimated at 35 billion dollars, Thailand's King Bhumibol Adulyadej is the world's richest royal sovereign, and oil-rich Sheikh Khalifa Bin Zayed Al Nahyan of Abu Dhabi is far back at No. 2, Forbes magazine reported Thursday.

King Bhumibol, 80 and, at 62 years on the throne the world's longest-serving head of state, pushed to the top of the richest royals list by virtue a greater transparency surrounding his fortune, Forbes said.

It said that the Crown Property Bureau, which manages most of his family's wealth, "granted unprecedented access this year, revealing vast landholdings, including 3,493 acres in Bangkok."
Forbes called it a good year for monarchies, investment-wise. "As a group, the world's 15 richest royals have increased their total wealth to 131 billion dollars, up from 95 billion last year," Forbes said on its website.


With oil prices soaring, the monarchs of the petro-kingdoms of the Middle East and Asia dominate the list.

Sheik Khalifa, 60, the current president of the United Arab Emirates, was estimated to be worth 23 billion dollars, on the back of Abu Dhabi's huge petroleum reserves.

In third was the sovereign of the world's biggest oil exporter, Saudi Arabia. King Abdullah bin Abdul Aziz, 84, who inherited the Al-Saud family throne in 2005, came in with a fortune of 21 billion dollars.

The previous king of kings, wealth-wise, 62 year old Sultan Haji Hassanal Bolkiah of tiny, oil-endowed Brunei on the Southeast Asia island of Borneo, fell to fourth place with 20 billion dollars.

"The sultan, who inherited the riches of an unbroken 600-year-old Muslim dynasty, has had to cut back on his country's oil production because of depleting reserves," Forbes explained of his dwindling fortune.

Fifth was Sheikh Mohammed bin Rashid, 58, of another Emirate, Dubai, with a net worth of 18 billion dollars.

One of two Europeans on the list, Prince Hans-Adam II of Liechtenstein, 63, ranked six on the list with 5 billion dollars in wealth. However the bank that is a key source of his family's wealth, LGT, is under investigation by the United States for helping wealthy people evade taxes.
Qatar's Sheikh Hamad bin Khalifa Al Thani, 56, came in at seventh, worth two billion dollar; eighth was King Mohammed VI of Morocco, 46, his 1.5 billion dollar fortune based on phosphate mining, agriculture and other investments.

Number nine was Prince Albert II of Monaco, 50, his diverse fortune in the southern European principality put at 1.4 billion dollars.

Tenth on the list was Sultan Qaboos bin Said of Oman, 67, worth 1.1 billion dollars.
Rounding out the top 15 were: The Aga Khan Prince Karim Al Hussein, 71 (1.0 billion); Britain's Queen Elizabeth II, 82, 650 million dollars; Kuwait's Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, 79, 500 million dollars; Queen Beatrix Wilhelmina Armgard of the Netherlands, 70, 300 million dollars; and King Mswati III of Swaziland, 40, with 200 million dollars.

Forbes noted that because many of the royals inherited their wealth, share it with extended families, and often control it "in trust for their nation or territory," none of those on its list would qualify for the magazine's famous annual world billionaires ranking.
"Because of technical and idiosyncratic oddities in the exact relationship between individual and state wealth, these estimates are perforce a blend of art and science," it added.

U.N. ENVOY MEETS WITH A RANGE OF MYANMAR LEADERS


On his third day in Myanmar, the Secretary-General’s Special Adviser, Ibrahim Gambari, met with the ministers of Planning and Health with whom he discussed ways to address socio-economic conditions. He also held 10 separate meetings with political parties and civil society groups, including members of the Central Executive Committee of the National League for Democracy, student representatives and elected individuals from the 1990 elections. The discussions focused on the need for inclusive national dialogue, a credible political process, and ways to address socio-economic challenges.


Yesterday, Gambari visited areas in the Delta region affected by Cyclone Nargis. He also held a meeting with a team representing the ruling State Peace and Development Council, where they exchanged views on a broad range of issues, including the release of political prisoners, the credibility of the political process and ways to address socio-economic conditions.


As to the press reports that the Secretary-General plans to visit Myanmar again in December, the Spokeswoman said the Secretary-General has made very clear upon returning from Myanmar and following his discussions with the leadership there that he expects his good offices to be “deepened and broadened” through the continued engagement of his Special Adviser. He has also indicated his intent to return to Myanmar when conditions are right to continue his dialogue with the Myanmar leadership. At this point it is too early to confirm the Secretary-General's calendar.


Asked whether Gambari would meet with Aung San Suu Kyi, the Spokeswoman said that Mr. Gambari has met with her on each of his visits, as well as with Myanmar’s senior leaders on several occasions, and he looks forward to continuing his dialogue with all concerned.


Myanmar Opposition Concerned About Suu Kyi's Health (Update1)

Aug. 21 (Bloomberg) -- The party of Myanmar opposition leader Aung San Suu Kyi is ``very concerned'' about her health after she failed to show up yesterday for a meeting with a United Nations envoy, said National League for Democracy spokesman Nyan Win.

Suu Kyi, 63, was due to meet with Ibrahim Gambari, a UN representative on a five-day mission to push for reconciliation between opposition groups and the military, which has ruled the country formerly known as Burma since 1962.

``The government didn't give an explanation for why she didn't show up and neither did Mr. Gambari,'' Nyan Win said by phone from Myanmar. ``We are very concerned about her health because we have no access to her.''

Suu Kyi, who has been detained for 12 of the past 18 years, was suffering from low blood pressure and was unable to leave her bed, Japan's Nikkei news agency reported yesterday, citing an unidentified person close to the military regime.

Suu Kyi underwent gynecological surgery in September 2003 and was hospitalized in 2006 for a stomach ailment. The junta stopped allowing her physician to visit her home for monthly medical checkups earlier this year, NLD member Soe Aung said by telephone today from Thailand.

``It's been quite a long time since her doctor visited her,'' said Soe Aung, who was elected as a lawmaker in 1990 elections that were rejected by the junta when the NLD won. ``She's not getting proper care.''

Gambari's Visit

It is Gambari's fourth visit to Myanmar since the junta deployed soldiers last September to quash pro-democracy protests in the former capital, Yangon. The UN says at least 31 people were killed.

The UN is calling on Myanmar's generals to commit to democratic change and release political prisoners. The Bush administration, which leads international criticism of the regime's human rights record, says the junta has backtracked on a promise to pursue national reconciliation and hasn't met with Suu Kyi since January.

``So far we haven't seen the UN or Mr. Gambari come up with timeframes for the release of political prisoners like Aung San Suu Kyi and dialogue with opposition groups,'' Soe Aung said. ``Mr. Gambari must show the generals that the UN means business or his trip will be worthless.''

YANGON, Myanmar: Myanmar's main opposition party said Sunday that it hopes a visit this week from the U.N. special envoy will help restart stalled talks between pro-democracy leader Aung San Suu Kyi and the ruling junta.

U.N. special envoy Ibrahim Gambari, who is promoting national reconciliation and democratic reform in Myanmar, will spend five days in the country starting Monday.

"We hope that Mr. Gambari would be able to revive the stalled dialogue," said Nyan Win, spokesman for Suu Kyi's National League for Democracy.

He said the U.N.-brokered talks between the junta's specially appointed minister Aung Kyi and Suu Kyi, who remains under house arrest, began in October 2007 but stopped at the end of January after five meetings.

This will be Gambari's fourth visit to the country since the military junta violently suppressed anti-government protests last September, sparking a global outcry.

Gambari last visited Myanmar in March, a trip he described as a disappointment. Although the envoy was allowed to meet Suu Kyi he had no access to senior junta leaders.

The military has held authoritarian power in the Southeast Asian nation since 1962 and has been widely criticized for suppressing basic freedoms and human rights.

ယခုကဲ့သို႕ ဂါရဝျပဳျခင္းသည္ ျမန္မာစစ္အစိုးရကို ေတာ္လွန္ခဲ့ၾကေသာ မြန္ေခါင္းေဆာင္တို႕ကို ရည္စူး၍ ၎တို႕၏ အုတ္ဂူသို႕ သြားေရာက္ဂါရဝျပဳျခင္းျဖစ္သည္ဟု မြန္အမ်ဳိးသားေတာ္လွန္ေရး ေန႕လႈပ္ရွားသူတစ္ဦးက ေျပာသည္။

“ေရးနဲ႕ သံျဖဴဇရပ္ကလူေတြက မြန္ျပည္သူ႕တပ္ဦး ဥကၠဌ ႏုိင္ေအာင္ထြန္းအုတ္ဂူရွိတဲ့ ပငေက်းရြာကိုသြားၿပီးေတာ့ ဂါရဝျပဳၾကမယ္။ မုဒုံ၊ ေမာ္လၿမိဳင္၊ ေခ်ာင္းဆုံ၊ ေပါင္၊ က်ဳိက္မေရာ နဲ႕ ေကာ့ကရိတ္အပိုင္းကေတာ့ ႏွီးဗေဒါေက်းရြာမွာရွိတဲ့ မြန္ျပည္သစ္ပါတီ ဒုဥကၠဌ ႏိုင္ႏြန္လာ အုတ္ဂူကို သြားၾကမယ္” ဟု ထိုမြန္အမ်ဳိးသားေတာ္လွန္ေရးေန႕လႈပ္ရွားသူက ေျပာသည္။

ထို႕ေနာက္ ကမၻာ့အႀကီးဆုံးေလ်ာင္းေတာ္မႈဘုရား ဝင္းစိန္ေတာရေက်ာင္းဝင္းရွိ မြန္ျပည္သစ္ ပါတီတည္ေထာင္ခဲ့သူ ဥကၠဌႏိုင္ေရႊက်င္ႏွင့္ ဥကၠဌႏိုင္ထင္တို႕ အုတ္ဂူသို႕ စုေပါင္းဂါရဝျပဳ ၾကသည္။

ယေန႕လႈပ္ရွားမႈသည္ ဒုတိယအႀကိမ္ေျမာက္ျဖစ္ၿပီး သံဃာေတာ္ အပါး 80 ေက်ာ္၊ တကၠသိုလ္ ေက်ာင္းသား 200 ေက်ာ္ႏွင့္ ျပည္သလူထု 200 ေက်ာ္ခန္႕ ပါဝင္လႈပ္ရွားၾကသည္။

ျပည္တြင္းရွိမြန္မ်ားသာမက ထိုင္းႏိုင္ငံရွိ မြန္မ်ားလည္း မြန္အမ်ဳိးသားေတာ္လွန္ေရးေန႕ အခမ္းအနားကို က်င္းပၾကသည္။ ထို႕အျပင္ထိုင္းႏုိင္ငံ ဘန္ေကာက္ၿမိဳ႕တြင္လည္း မြန္ေက်ာင္းသားလူငယ္မ်ားႏွင့္ ထိုင္းမြန္ေခါင္းေဆာင္တို႕႕ စုေပါင္း၍ အခမ္းအနားတရပ္ကိုက်င္းပခဲ့သည္။

ယခုအခ်ိန္၌ ထိုင္းမြန္အမ်ဳိးသားမ်ား အိပ္ေပ်ာ္ေနသည့္အခ်ိန္တြင္ ထိုင္းႏုိင္ငံေရာက္ မြန္ ေက်ာင္းသားလူငယ္မ်ားက ဝမ္းေရးအတြက္ခက္ခဲေနသည့္ၾကားမွ ထိုေန႕ကို က်င္းပခဲ့သည့္ အတြက္ မိမိထိုင္းမြန္လူငယ္တစ္ဦးအေနႏွင့္ ခ်ီးက်ဴးအားတက္မိေၾကာင္း ယခုကဲ့သို႕ ႏွစ္စဥ္ က်င္းပသြားမည္ဆိုလၽွင္အိပ္ေပ်ာ္ေနေသာ ထိုင္းမြန္အမ်ဳိးသားမ်ား ျပန္လည္ႏုိးထလာမည္ ျဖစ္ေၾကာင္း ထိုင္းမြန္လူငယ္တစ္ဦးက ေျပာၾကားသြားသည္။

ျမန္မာႏိုင္ငံေရးသည္ အေရးႀကီးေသာ အလွည့္အေျပာင္း အေကြ႕တစ္ေကြ႕ကို ေရာက္႐ွိသြားျခင္းျဖစ္သည္။ တပ္မေတာ္အစိုးရ၏ ဖြဲ႕စည္းအုပ္ခ်ဳပ္ပံု အေျခခံဥေပဒဆိုင္ရာ ျပည္သူ႕ဆႏၵခံယူပြဲ ၿပီးေျမာက္သြားျခင္းႏွင့္အတူ အနာဂါတ္ ႏိုင္ငံေရး ဂယက္မ်ား ျဖစ္ပြားလ်က္ ႐ွိေပသည္။ သိန္းခ်ီ ေသေၾကဒဏ္ရာရ ေပ်ာက္ဆံုးခဲ့ရေသာ ေမလ နာဂစ္မုန္တိုင္း၏ ဒဏ္ရာဒဏ္ခ်က္မ်ားသည္လည္း ျမန္မာျပည္သူအေပါင္း၏ ႐ုပ္ပိုင္းႏွင့္ စိတ္ပိုင္းဆိုင္ရာ ႏွစ္ခုစလံုးတြင္ ထင္က်န္ ဂယက္ထေနဆဲ ျဖစ္သည္။ ႏိုင္ငံေရး၊ လူမႈေရး အေျခအေနထဲတြင္ မြန္အမ်ိဳးသားတို႕ အပါအဝင္ ျမန္မာျပည္သူလူထုအေပါင္းသည္ ႏိုင္ငံေရးအရ ပိုမိုႏိုးၾကားလာသည္ကို ေတြ႕ႏိုင္ပါသည္။ စစ္အုပ္ခ်ဳပ္ေရးမွ အရပ္ဘက္အုပ္ခ်ဳပ္ေရးသို႕ အသြင္ကူးေျပာင္းရာ၌ ၾကားကာလပံုစံ ႏိုင္ငံေတာ္ဖြဲ႕စည္းအုပ္ခ်ဳပ္ပံု အေျခခံဥေပဒတစ္ရပ္ လိုအပ္သည္ မွန္ေသာ္လည္း ဤပံုစံသစ္ကို တည္႐ွိေလေသာ ႏိုင္ငံေရးအင္အားစု အပါအဝင္ ျပည္သူလူထု အမ်ားစု၏ စစ္မွန္သည့္ ေထာက္ခံမႈ ရွ႐ွိမွသာ ေရ႐ွည္တည္တံ႕ႏိုင္မည္ျဖစ္သည္။ သို႕မဟုတ္လွ်င္ အမ်ိဳးသား ျပန္လည္သင့္ျမတ္မႈအစား အမ်ိဳးသားအစည္းေျပမႈႀကီး အသစ္တစ္ခုကို တြန္းပို႕လိုက္သလို ျဖစ္ေနေပလိမ့္မည္။

ႏိုင္ငံေရးျပႆနာကို ႏိုင္ငံေရးနည္းအရ သံုးပြင့္ဆိုင္ ေတြ႕ဆံုေဆြးေႏြး အေျဖ႐ွာေရး ေပၚလစီျဖင့္ အပစ္ရပ္ထားေသာ လက္နက္ကိုင္ လူမ်ိဳးစု ေတာ္လွန္ေရး အဖြဲ႕အစည္းမ်ားသည္ ေ႐ွ႕ႏိုင္ငံေရး အသစ္တစ္ရပ္အတြက္ အဆင္သင့္ ျဖစ္ရမည့္ အေနအထားသို႕ ေရာက္႐ွိလာပါသည္။ ေတာ္လွန္ေရး အင္အားစုမ်ား မည္သို႕ဆက္လက္ရပ္တည္ စခန္းသြားမည္ကိုလည္းေကာင္း၊ မိမိလူထုအတြင္း မည္သို႕ ႏိုင္ငံေရးအရ ခင္းက်င္း ျပင္ဆင္စုဖြဲ႕ရမည္ကိုလည္းေကာင္း၊ တပ္မေတာ္အစိုးရ၏ လုပ္ေဆာင္ခ်က္မ်ားအေပၚတြင္တည္၍ အဆံုးအျဖတ္ ေပးရမည္ ျဖစ္ပါသည္။
